Residence Permit in Latvia
Foreign nationals may apply for a residence permit under the Immigration Law of the Republic of Latvia based on specific legal grounds, although Latvia does not offer a dedicated Golden Visa program.
Foreign investors are eligible to apply for a temporary residence permit if they:
• Make a minimum investment of EUR 50,000 into the share capital of a Latvian company, which employs at least 50 people and has an annual turnover or balance sheet of at least EUR 10 million. For smaller companies, the required investment is EUR 100,000, and only a limited number of investors per company are eligible;
• Purchase real estate in Latvia with a minimum value of EUR 250,000, paying additionally EUR 5,000 as a state fee;
• Make a subordinated loan (deposit) of at least EUR 280,000 to a Latvian credit institution for a term of no less than five years;
• Or meet other criteria outlined in the Immigration Law.
Each application is subject to a review by the Office of Citizenship and Migration Affairs (OCMA), which is the competent authority for residence permits.

The Investment and Development Agency of Latvia (LIAA) does not manage immigration or Golden Visa programs. LIAA particularly focuses on and sees potential investment opportunities for foreign investors in sectors where Latvia holds strong competitive advantages and industry expertise, such as smart materials and photonics, bioeconomy, ICT, smart energy, mobility, and others.
