Latvia to Host CiTech’s European Operations Following Multi-Year Cooperation with LIAA

Critical Infrastructure Technologies Ltd. (CiTech), an Australian developer of cutting-edge mobile communications platforms, has announced the establishment of its wholly owned Latvian subsidiary SIA CiTech Europe, with plans to make Latvia the company’s European headquarters by 2026. The decision marks a significant milestone in CiTech’s global growth strategy and positions Liepāja as a key hub for the company’s European manufacturing, sales, and innovation activities.

CiTech’s planned facility will be in the Liepāja Special Economic Zone (LSEZ), taking advantage of the region’s excellent logistics, access to European markets, and competitive tax incentives — including a corporate tax rate of just 4% within the SEZ.

The company’s CEO, Brenton Scott, emphasized Latvia’s strategic importance for CiTech’s European expansion: “Our engagements with Latvian authorities have confirmed Latvia’s attractiveness as the home for our European headquarters. We are very excited to be accelerating our establishment in Latvia, building strong partnerships and creating a hub to support defense, border security, surveillance, and innovation across the European market.”

CiTech develops autonomous, high-capacity mobile communications platforms designed to deliver critical services in challenging environments — supporting sectors such as defense, border security, mining, and emergency services. The company’s first product, the Nexus 16, is a self-deploying mobile tower capable of carrying advanced communications and surveillance technologies.

LIAA’s role in attracting high-value investment

Attracting an international technology company such as CiTech to establish operations in Latvia is a complex process involving many factors — from the business environment and infrastructure to government support and local cooperation. The successful outcome also reflects the comprehensive assistance that the Investment and Development Agency of Latvia (LIAA) provide to foreign companies considering Latvia as a location for investment and business development.

Kaspars Niedols, Investment Project Manager at LIAA, explains: “Our cooperation with CiTech has been ongoing for several years. LIAA assisted the company in selecting the most suitable location, prepared an individual offer outlining available support mechanisms, and coordinated visits and meetings with key partners in Liepāja, including the municipality, the Special Economic Zone administration, and local companies.”

LIAA also provided support with practical matters such as company registration, opening bank accounts, and navigating formalities — ensuring a smooth market entry for CiTech.

According to Niedols, several factors convinced CiTech to establish its operations in Latvia: “The decisive factors were the availability of suitable technical premises, Latvia’s advantageous geographic location for export, the presence of the necessary industrial ecosystem in Liepāja, and the strong local support from both the municipality and the SEZ.”

Strengthening Latvia’s technology and manufacturing capacity

The project’s initial investment will amount to approximately €3 million, with the creation of 10–12 skilled jobs in the first phase. Once operations begin in 2026, CiTech Europe is expected to serve as a cornerstone for further technological collaboration and export growth.

Beyond economic benefits, the project also carries strategic importance. As Niedols notes: “CiTech’s products are dual-use — they can enhance Latvia’s territorial security if required. At the same time, there is already interest in these mobile communication towers from Ukraine, which not only strengthens Latvia’s technological capacity but also provides significant export potential.”
